Record Requests
JCCA keeps detailed records about children and youth in care, including identifying information and placement, psychological, medical, and educational histories. These records are confidential, and Federal and State law dictate the circumstances in which they may be disclosed. The agency routinely fulfills requests for information from current clients/their families, former clients, courts, community-based practitioners, general social service agencies, hospitals, schools, and other service providers. The agency generally does not fulfill requests for information from academics/authors for general research purposes.
For tracking purposes, all record requests must be made in writing.
Requests from attorneys, court orders, and subpoenas should be directed to our Legal Department at the following address:

All other requests for records should be submitted using this online form.
There are many options for individuals to request access to their own information, but this is the most efficient. The agency appreciates that many requests are intended to identify potential relatives; however, in all cases, identifying information of biological/birth families will be redacted prior to fulfillment.
